Project for a New American Century - the Bush Agenda
The PNAC is, or was, a neo-conservative think tank that formulated the foreign policy of the Bush administration before Bush took office. Many members of the PNAC became key members of the White House staff including Vice President Dick Cheney, Lewis "Scooter" Libby, Richard Perle, Donald Rumsfeld, John Bolton and Paul Wolfowitz.
A letter was written by members of the PNAC to President Bill Clinton. They urged him to make "removing Saddam Hussein and his regime from power' ... 'the aim of American foreign policy". When members of PNAC went on to occupy the White House in 2001 they were finally able to implement their policy.
