Actually the UN had Saddam under sanctions for years and was inspecting Iraq and finding no WMD. Their sanctions were working at keeping Saddam from threatening the USA. Saddam was complying with the UN sanctions and everything was fine.

Then Bush made up fake intelligence that said Iraq had WMD. He accused Saddam of violating the UN Resolutions, saying that Saddam was lying about having WMD. But actually Saddam was telling the truth and Bush was lying. Then Bush illegally invaded Iraq leading to the deaths of tens of thousands of people. What a mess.
